A Message From Chief Viera Rosa Banner

What’s Changing and Why

The Los Angeles County Probation Department is moving forward with the responsible depopulation of Los Padrinos Juvenile Hall, in accordance with the recent court order issued by Judge Espinoza, and approved in his court on May 16th, 2025. We appreciate the Court’s recognition of the Department’s efforts and the thoughtful consideration of public safety and youth wellbeing in its ruling. Our top priority is ensuring a smooth, safe, and trauma-informed transition for the young people in our care, including minors and former minors. This effort will take place in phases and is grounded in our broader vision to modernize and realign our juvenile facilities to better serve youth and their families.

We are actively working with our County partners to ensure continuity of care and individualized support for every youth affected by this move. We are also engaging with parents, staff, and stakeholders to maintain transparency and provide ongoing updates throughout the process.

The phased strategy emphasizes the Department’s core priorities:
• Enhancing rehabilitative outcomes and individualized care
• Ensuring interagency coordination with health, education, and youth development partners
• Meeting BSCC standards and settlement requirements
• Prioritizing the well-being of youth and continuity of services

We are fully committed to keeping you informed throughout this process. Engagement opportunities and resources will include:
• Regular email updates on major milestones
• Dedicated web page for centralized information
• Town halls for parents and guardians, and direct family notifications
• Posted FAQs and liaison support at all impacted facilities

We value your continued partnership and look forward to your input as we implement this important and necessary transition. This is a critical moment for transformation. We remain committed to delivering on our mission of accountability, safety, and rehabilitation, and we thank you for your partnership and support.
