CHIEF DEPUTY ARCOS AND ASSEMBLYMAN ISSAC BRYANT PRESENT ON THE IMPLEMENTATION OF ASSEMBLY BILL 1646 (HUG ACT) AT LA COUNTY BOARD OF SUPERVISORS MEETING

On October 6th, Chief Deputy Arcos and Assemblyman Issac Bryant appeared and presented regarding the Implementation of Assembly Bill 1646 – The Hug Act in Los Angeles County Probation Juvenile Detention Facilities. The Hug Act (Assembly Bill 1646) is a California law that gives incarcerated youth in juvenile detention facilities the right to engage in consensual, nonsexual physical contact—such as hugging and holding hands—with visiting family members. The Law is effective January 1, 2027.

“The Los Angeles County Probation Department recognizes strong family connections are essential to a youth’s well-being, rehabilitation, and successful reentry. The passage of the Hug Act is the type of culture change we support and have been working toward.

Since late 2025, the Department has been updating its visitation policies to strengthen family engagement, including allowing hugs during visits on special occasions such as Valentine’s Day, Mother’s Day, and Father’s Day. As we prepare to implement AB 1646, we are building on this work to provide consistent opportunities for appropriate, consensual physical contact during visits, while at the same time maintaining a safe environment for youth, families, and staff.”

The Board of Supervisors commended Assemblyman Bryant and youth for the execution of Assembly Bill 1646 and the probation department for working to implement it.
