COURT HEARINGS
The receivership hearing is continued to April 29, 2026.

PROBATION LEADERSHIP PRESENT AT THE PROBATION OVERSIGHT COMMISSION MEETING ON 4-9-26

Deputy Director Roman and Director Mayorquin presented on the pre-adjudication detention process and ongoing depopulation efforts. The Burns Institute, Office of Inspector General, and Office of Youth and Community Restoration also contributed to the discussion and offered recommendations.

Deputy Director Roman and Special Assistant Castillo outlined enhancements to detention facility visitation policies and procedures, emphasizing that probation recognizes visitation as a key rehabilitative tool. Proposed enhancements include updates to the dress code and the introduction of structured, supervised contact, such as brief hugs at the beginning and end of visits. While the revised policies are still in draft form, facilities are taking a proactive approach to implementation. A visitation database is also being developed to track participation, identify youth who rarely receive visits, and better understand the barriers. The department aims to collaborate with stakeholders and partners to help coordinate visits for those youth.

Transportation to Campus Kilpatrick is currently being coordinated. Visitors are asked to arrive at Los Padrinos Juvenile Hall and Dorothy Kirby Center at 11:00 AM on the day of visitation to utilize provided transportation, with return trips available at the conclusion of visiting hours.

Chief Viera-Rosa and Administrative Deputy Lopez-Maddox also presented on the Probation Department’s proposed budget for the 2026–2027 fiscal year.

CAMPUS KILPATRICK (CVK) VISITING

Visitation at Campus Vernon Kilpatrick is Saturdays and Sundays from 1:00 p.m. to 4:00 p.m. Only approved parents, legal guardians, and grandparents may visit. Legal guardians must show court verification. Baby bonding visits may be scheduled outside regular hours.

While parents may drive themselves, transportation support is available. Pick up locations are Los Padrinos Juvenile Hall and Dorothy Kirby Center. Approved visitors desiring the use of rideshare support must report to one of the two detention facilities by 11:00 a.m. on the day of CVK visitation. Minor children are not allowed on rideshare. All visitors are subject to search. No personal items may enter the facility. Anyone suspected of being under the influence will be denied entry. INVEST SPOTLIGHT

Since joining LACPs INVEST program, Mr. Rivera earned his Class A Driver’s License, completed AB109 supervision, and is focused on a brighter future. Through INVEST, Mr. Rivera continues to inspire, recently encouraging new participants and taking steps to expunge his record.
